The Committee discussed both these suggestions at length,

definite but did not arrive at any/conclusion.

The British Delegation described a measure which had

proved to be very useful in assisting the suppression of

the operations of illicit opium traders in the Far East.

It has been made an offence in Hong-Kong for any person

within the jurisdiction of the Government to take part

by his agents, correspondents, etc., in any illicit opium

transactions in places outside their jurisdiction or without

the the licence of Government to take part in any opium

transactions whatever, whether within or without its

jurisdiction.

The Japanese representative stated that
